Concerned Hi Mary, apologies, maybe my point came across unclear.
We report and work with the ISPCA when we see issues from ads, such ear / tail dock, etc. We also work to make sure that people who should be register as a Registered Seller or as a Registered Breeding Establishment do so, and make sure they put the right and necessary information in their adverts.
That being said, some of the welfare issues are only seen by going to the premises (living conditions of the dogs, water sanitation, heat, flooring etc.) and are not always clear from imagery in an ad. In these cases a first party report (as in from the person who has seen these conditions) is necessary to have the Gardai / ISPCA to look at them.
